A boating specialist at the New Hampshire Department of Safety has been named to a new National Education Standards Panel by an organization of state boating law administrators.

Anthony Cardoza of Meredith has been with the Department of Safety for 10 years.

The panel consists of 15 members representing state, federal, nonprofit, commercial and public stakeholder interests. It will review, develop and revise national boating education standards over five years.

The panel was set up by the National Association of State Boating Law Administrators. That’s a national nonprofit group that works to develop public policy for recreational boating safety.

Texas is moving toward mandatory safety certification of its boaters, slow but stern.

A new state law demands mandatory boater education starting next September.

But there is a big caveat — it’s only required for Texans born on or after Sept. 1, 1993.

Anyone born before that is grandfathered out and has no licensing or certification requirements to operate one of the 600,000 registered boats in the state, declared Steve Lightfoot, spokesman for the Texas Parks and Wildlife Department.

The phase-in strategy has been taken by many states since the early 1970s. Texas is the 19th state to set the safety certification requirement for those born after a certain date. Only Alabama, Connecticut, New Hampshire, New Jersey, Oregon and Washington require safety certification for all boaters. The remaining 25 states have no safety certification or licensing requirement for boaters, or require it only for teenagers.

“We’ve got as many or more boaters than any other state,” Lightfoot said. “It would require a lot of resources to ramp up a program for everyone at once.”
